TRANSITIONAL REGIME FOR REGISTRATION AND IMPLEMENTATION
Registration, Evaluation, Authorisation and Restriction of Chemicals
REACH regulation created a special transitional regime for the registration of phase-in substances. These are substances which were manufactured or placed on the market before the entry into force of the REACH regulation, and were not notified according to the provisions of Directive 67/548/CEE. This regime sets out different registration deadlines for phase-in substances, depending on the yearly production and/or importation volume, and provided they have been pre-registered up until one year before the relevant registration deadline.
The key dates of this regime are:
1 June 2007 – REACH enters into force
1 June to 30 November 2008 – Normal Pre-Registration period
In order to benefit from the extended registration deadlines created within the scope of REACH transitional regime for phase-in substances, manufacturers/ importers had to pre-register, within these six months, all substances they intended to register. In this period Pino Pine has filed to ECHA, via REACH-IT, the pre-registration of all substances we manufactured, all substances we imported from non-EU countries, as well as of all the substances we purchased in Europe, just to be on the safe side.
30 November 2010 – End of first registration deadline
Applies to pre-registered phase-in substances manufactured/imported in quantities ≥ 1000 ton/year, and/or classified as CMR, cat.1 or 2, in quantities ≥ 1 ton/year and/or classified as R50/53 in quantities ≥ 100 ton/year.
Pino Pine has successfully registered, before the end of the first registration deadline, seven phase-in substances, taking the role of Lead Registrant and all inherent responsibilities for one of them.
31 May 2013 – End of second registration deadline
Applies to pre-registered phase-in substances, manufactured or imported in quantities between 100 and 1000 ton/year.
Pino Pine has successfully registered, before the end of May 2013, one more substance, and keeps following every new developments related to previously submitted registrations, and taking the necessary actions arising from them.
31 May 2018 – End of third registration deadline
Applies to pre-registered phase-in substances manufactured or imported in quantities between 1 and 100 ton/year.
Before the end of this deadline, Pino Pine plans to register all other substances with production volumes below 100 tonnes/year, to which REACH registration requirements apply. We will keep on following closely and corresponding to all obligations arising from previous registrations.
